You can pick up the Lancaster Repeater from a box in the basement after completing the Rhodes Gunsmith Robbery here.
To start the robbery go to the right side of the gunsmith building and talk to the man in the basement window. After talking to him you can go inside and pull your gun on the gunsmith to start the robbery.
